Tigard Police and Public Works Facility
Creating operational efficiencies on one site
The Tigard Police Department and Public Works facility brings together two civic programs that are traditionally housed separately, intentionally leveraging the operational synergies revealed by their shared site. In moments of major incident or emergency, police and public works function as the City’s first line of response—deploying personnel, equipment, and resources in close coordination. Co-locating shared functions such as emergency management, operations, fleet, and support spaces strengthens this relationship, enabling faster communication, more efficient response, and a unified local team.
The architectural expression grows directly from this pragmatic, collaborative mission. The building is constructed using a mass plywood structural system, with wood sourced within 60 miles and assembled by local labor, reinforcing both regional identity and a significantly reduced carbon footprint compared to conventional concrete or steel systems. The utilitarian nature of the program is reflected in a series of extruded shed roof forms and standing-seam metal roofing while maintaining a contemporary, refined presence. Transparency is central to the design—large-format folding doors and expansive glazing reveal the building’s inner workings rather than concealing them, demonstrating operational readiness and a progressive, forward-looking civic ethos grounded in honesty, efficiency, and public service.
